Enfeeble question

Enfeeble generally states that:

"Cursed enemies have x% reduced accuracy"

"Cursed enemies have x% reduced critical strike chance"

"Cursed enemies have x% reduced critical strike multiplier"

I know the less damage is global. But I just want to confirm that the critical strike/multi reductions are also global, applying to attacks and spells.
