Help - Missing Skill Points

I am a PoE newb and even with google's help I have not been able to solve my problem.

When I load my character's passive skill tree, it shows that I have 28 passive skill points remaining to allocate. At level 75, shouldn't that be 25?

I thought I may have missed 1 quest in all three difficulties, so I went looking for it last night. Found out I didn't complete the library quest on any difficulty, but that did not reward skill points. After I completed the library x3, I got the achievement for completing all side quests in every area. At that point I was even more confused.

The only other thought I had was bandits. Does the skill point calculator assume you take all 3 bandit skill points?

Yes the skill tree assumes the maximum amount of passive points available at level 100. If you kill bandits on every difficulty and are level 100, you will have 123 passive points. You can also type "/passives" in game and it will show you which side quests you have completed that award passive points.

What he said and I would check bestel in act 1 on all difficulties I forget to turn in the way forward quest to him all the time going back at like level 80 to see that I havnt turned in in yet...

two things. type /passives to see which passive points you have from quests. Second, the bandits in Act 2 are special. If you choose to help them, you get a bonus i.e cast speed, health, or a charge. If you instead choose to kill all 3 bandits, you get a skill point from the old guy in town. That's probably where the missing skill points are.
