The even deeper point is that the Fire Penetration gem says absolutely nothing about being restricted to "hits". It just says "penetrates X% fire resistance". There's no restrictions listed on it other than the keywords of Fire and Support. Which just gets extra confusing when you realize the restriction doesn't even apply to the entire gem: the quality still functions just fine, whether the thing hits or not!

Which is probably exactly what's happening with Hypothermia: it also only applies on hits, despite the fact that absolutely nothing in the gem tells you this.

Just another fine example of "We're very precise and clear with our wording"-GGG being neither precise nor clear, I guess.

Item rarity also doesn't mention hits anywhere. And it doesn't require hits, either. It works with RF, and I think puncture bleed.

I actually agree with you. The gems should be worded like blind. "Penetrates x% fire resistance on hit".
