I put a Conqueror's Efficiency in a jewel slot.

Hatred: 50% reserved normal -> 49% with jewel Herald of Ash: 25% reserved normal -> no change (24.5% after reduction, round up to 25%) Guard us from the she-wolf and the wolf, and guard us from the

If that's you're only mana reserve reduction, it's not supposed to do much. Multiplying by .98 and rounding gives you 49% reserved on a 50% aura and nothing on any reservation less than 50%.
