[Not a Bug] Brinerot Whalers "Unaffected by Shocked Ground" not working

As noted above, this is not a bug. You are still in shocked ground, and thus get the debuff (which allows other things to consider you to be in shocked ground). You're unaffected by the shocked ground, meaning that debuff does nothing to you.

You get shocked. Only the strongest shock is applied at any given time, so between an actual shock (at 50%) and shocked ground (0% because of the boots), the real shock will be the strongest, and thus be in affect.
