Every card has its own drop rate. Some are easy to find and others will be very rare.

the one with all card is a hell of a lot rarer than flora's gift, which only grants a staff that is item level 66 =]

it's nice if you absolutely need a 5 link for your build, but it doesnt have a high ceiling for potential.
