Divination Cards- Drop Penalty?

I'm sorry if this was already asked but when I found out that Divination Cards' drop rates are affected by levels since they were considered "Currency", I had 2 Questions. When reading poe.wiki about drop rates, it stated that "your level is never considered to be higher than 68. Therefore a level 75 character receives no penalty in a level 66 area." Does this mean that I will only get XP penalty when I'm level 83 farming at The Dried Lake, lvl 67 for a certain card? Or it will affect me for about 40%? which might explain why farming 8 hours a day in a lvl 67 area, impossible.

Your character is never considered to be higher than 68 regarding currency drop chances only,

experience's rules apply separately, meaning no penalty within you character level -+(3+CharLvl/16) rounded down, after that threshold you get an experience penalty capped at 99% since 2.0.
That is why getting to lvl100 take so long.

So in your example, you won't have a currency penalty, but you will have a experience penalty

What about a level 85 farming in a level 64 zone? I tried 7-8 merci docks runs and found 0 divination cards.

Clearing 10 zones without finding a divination card is far from unusual, besides each card (therefore area) have its own drop chance, maybe the ones on Docks have a very low drop rate, I don't know.

Since for currency drop calculations you are capped at level 68, you would be considered 4 levels above the docks. After 2 levels a penalty begins. According to the wiki, the penalty is 2.5% per level above 2, so 5% penalty if wiki is correct.

Hahaha. How about 50+ runs without a single divination card, but getting around 20 fusings from regular drops ahhahahahahahhahah

So recently I ran 2 tropical islands maps back to back & had 5 of the Flora's gift divination cards drop. I have now run the tidal islands idk about 120 times and haven't had a single The One With All card drop. I realize that I'm way over leveled for the area but in that amount of time I think I would have gotten at least one. Maybe the cards drop rate is tied to the rarity of the reward in some strange way also.
