hmmmmm just checked on WB, they are still 1lvl 28 :(

I checked last night, and they're now 36 in Warbands as well. And it was only lately that I even knew that Leo only sold itemlevel 28 items. And it was just now that I bothered to look up why 36 would be more suitable than 28. I never knew that the character level requirement is only 80% of the affix level.
