can a 1+ to socketed gems affix be crafted/rolled on a 2 handed axe poe

So I've checked with masters benches and there isn't such an option and after hundreds of alts I still havent been able to craft +1 to socketed skill gems mod on the axe, im wondering is it even possible. On the wiki it only says the following about socket affixes :
" Bow effects only appear on bows. Melee effects only appear on melee weapons. Minion effects only appear on helmets. Elemental effects and "Paragon's" are limited to weapons. " Nothing is said about " Paragon's Local Socketed Gem Level +1 " Can anyone help me out here ??? | |

Yes it can, but masters don't provide it.

Keep in mind the "paragon's" prefix is up there with tyrannical and glyphic for rarity, so taking several hundred alts to roll it is somewhat expected.
