Curse on Hit -> Punishment? I suppose that means you'd need to get hit which isn't ideal

I think the most effective thing to do with this gem would be to Unset Ring a flame totem to get all your last hits for you.

Or just run it in a Split Arrow/TS build and just toss Poison Arrow into the pack beforehand for the kills

You could run Split Arrow/Tornado Shot for DPS and
Poison Arrow -> Inc AoE -> Curse On Hit -> Vulnerability -> Item Rarity -> Culling Strike

This would work well with Puncture, assuming Debilitate did not prevent the bleed damage from killing the mob. Of course, Puncture would then need to be unnerfed for use as a direct attack, in addition to its current role as Trap bait.

I was also thinking:
* Use Debilitate with some other skill then finish pack off with Infernal or Dominating Blow
* Use Debilitate with Ancestral Bond Totems, then self-cast Culling Strike skill
* Use Debilitate with other players while one player uses Item Rarity support instead

This would be too good. You'd always get the last hit with a rarity supported attack.

Also, how would this work with poison, viper strike (the dot's not the hit), ignite, bleed and any other dot skill?

Like the description states, hits don't kill, which means supported DoTs can.

Currently the best "meat tenderizer" AoE skills I've used with Dominating Blow are Molten Strike and Cyclone. Debilitate would work well with Cyclone to prevent it from making kills before Dom Blow can nail them. Could also see using it with Multistrike Dual Strike to chew up bosses.
I like the idea of encouraging an opening attack and/or supportive action sequences, but I am not a fan of this implementation insofar as DoTs retaining lethality. I see it ending one of two ways--inevitably, just one* way. Either it will be IMBA with stronger DoTs finishing the kill, or* it will turn into a DoT support-tax.

The inevitable latter might not be so bad, though.. I dunno. I'm just not typically a fan of taxes in general ^-^ just look at how totem passive turned out (unlike trap passive).

It wouldn't simply be a DoT tax, since it could be used effectively on non-DoT skills as well. But if Debilitate did prevent DoT's from killing, it would make Molten Strike more reliable to use as a meat tenderizer for Dominating Blow. I'd actually favor that over Cyclone since Molten can be used as a one-hit AoE DoT, allowing you to switch to Dom Blow while it burns down the mobs.
I imagine it would also be fine as:
x% more Damage
Damage from supported Skill cannot kill enemies
Enemies ignited by supported Skill cannot die from Burning Damage

It's just that it would need that second mod, because ignite isn't a skill. Might be hard to code.
