What are the minimal specs for path of exile with no lag/fps spike drops?

" Mind sharing the info? I'll be buying a new pc/laptop in the future, so I might as well get one that can run this game without destroying my enjoyment of life(A.K.A crazy fps drops caused by boxes or +1 people on screen). |

Please note that this is by no means either a baseline or best possible setup recommendation. As always, budget concerns will be the barrier.
