Somebody with knowledge about Tornado Shot please answer!!!

people keep giving me two different answers... it does, and it doesn't affect... but this sounds like it WOULD affect Tornado Shot's secondary projectiles? --- Point Blank : Projectile attacks deal up to 50% more damage to targets at the start of their movement... or am i wrong???
