Implicit Corruption: Culling strike (question)

If I get a corrupted wand for example, with "Culling strike" Does this apply to any spell I (self)cast?

Or because it's an implicit mod, not an affix (For example; Reapers Pursuit) it will not apply to any spells, but only attacks that physically use the wand?

In my mind it doesn't work because of the latar, however I could be wrong(and hopefully so ;) )
