Well, the main multiplier is for auras/heralds only, and that is what's increased by getting that extra level, not the quality multiplier.

Basically, a 4% reduced mana reserved node will NOT have any effect on lv20 RM gem + Herald (25% or 30%) because it is less than 1 and it will get rounded down to 0 reduction. This node will reduce both 60% and 40% auras by 1%. It has certainly made me think twice before getting just one of these aura nodes (the Leadership branch).

Just like any other Support's Mana Multiplier, it also applies to Mana Costs. It's not just for Reservation.
It wouldn't be a problem to display decimal values, so it ought to be obvious enough there's a reason they're not being displayed, hm? ;)

Gotta admit that it is pretty dumb to have, say 0,4%, per 1% quality point on gem (that cannot be split!) and then rounding down to 0%. Not only it is confusing when you are adding GMPs, but also there is no lore/gameplay reason for that. Not like that 0,8% is going to make any great difference, lol.

Hope we see some more decimals on these low % numbers.
