Do One Handed weapons talents affect Dual Wielding?

Title says it all:

If I take a passive that increases my One Handed Weapon Damage by 4%, does that increase my damage while dual wielding?
Yes. Even though you're dual wielding, you're still using one-handed weapons.

Then why are there passives that boost dual wielding in particular? Seems a bit too much if both one-hander and dual wielding passives affect dual wielding.

Because some people use 1h weapons, others 1h and a shield, others 2 1h weapons. If the passives didn't overlap between styles of play, you would need a lot more passive nodes.

There don't need to be. There are shield specific nodes, and the only way to use a shield is with a one-handed weapon (or unarmed, but we don't have passives to support that build yet). So all the shield nodes are implicitly for people using 1h weapon + shield, because that's how you use shields.

If you're using a 1h weapon + shield, you take 1h passives and shield passives.
If you're using two 1h weapons, you take 1h weapon passives and dual wield passives.
If you're using a 2h weapon, you take 2h passives, and there are more of those to compensate.
Dual wielders get the capability to block. So where does the sword&boarder put his points in order to hurt with his shield?

Keep in mind that the dual wielder already has an inherent better offense than the shield guy. (because he swings one more weapon). Now he can boost one handers which in comparison to the shield guy comes into play twice as much (2 one handers). Then he boosts the weapon type which again is twice as good as the shield guy stuff. (two weapons of the same type) And after that he puts on top the juicy dual wield buff. Which for whatever reason grants blocking, too.

It seems a little too much in comparison.

I've been trained a little bit in heavy rapier and dagger, and you most certainly block a hell of a lot when you have two weapons. Usually one parries as the other strikes, so it DOES make sense to have a block chance.

For those who use a shield they are making up for damage with survivability and shield-specific mods and if I'm thinking clearly, more nodes for skill gems. Why do you think you SHOULD get a damage buff with shield?

It's different if you attach a skill gem that gives you a "shield-bash" move though, which would be kinda sweet.

But they aren't twice as good.
Outside of dual strike and cleave, you're only ever hitting with one weapon at a time (and cleave has a penalty to dual wielding to offset this), so they have exactly the same effect per hit, with the disadvantage that the dual wielder has to have two decent weapons and keep finding/crafting upgrades to both in order to maintain DPS. And shields provide a LOT more block chance that dual wielding.
