I think it depends on what you want to do with the gem.

I use LW, reduced duration, faster casting and empower in The Vertex, effectively putting me at 101% reduced duration. Still, there is the cast time, so it's not instant.
Like it was stipulated bu Nurvus, LW has two phases: first the casting phase, which will always take several deciseconds at least, then the move phase, which can be cancelled out like I did. I like this kind of uniques: enabling a big thing with a huge downside. I lean more towards seeing this ring as a rarely used niche thing for creative builds then as being OP for OP builds, which makes it a good item! |

I like the OP's unique idea. For a downside I would go with the ever popular
'can deal no critical strikes' along with '-20% hp/ES/global defense' now we're talking! |

How about a unique unset ring with an ability like?:

" You mean turn one-handed hand-slot items into four links? Maybe, but I doubt it. I do think an unset amulet is in order. I mean, if you can make rings with sockets, I'm certain you can make amulets with sockets, especially since amulets usually get bigger before rings do. And most necklaces are bigger than rings to begin with. |
