Having the ability to equip 1 additional Amulet at the cost of having a Ring that does almost nothing is something some characters might use. It's something I thought when I saw that The Anvil was a thing for block characters. Looked like a fun item, until I realized that Lazhwar is a requirement for block characters. This would make block characters a bit more relevant, I don't know if other characters can find use for it too, but I think so. It might be overpowered, I haven't played PoE for too long.

That unique would be utterly absurd.
Only the Warped Timepieces would be broken, from what you listed. But from all current unique amulets, only the following would be broken:
Warped Timepiece, due to the amount of increased/reduced that it gives. Lightning Warp with Reduced Duration would be instant.
Ungil's Harmony, as this yields 200% crit chance and 100% crit multiplier.
No other amulets would be broken by wearing two of them, or any mixture of two unique amulets.
Anvil? That's 20% reduced attack/cast speed, 40% reduced movement, and only 16-20% block chance and upwards of 1k armor.
Astramentis? Up to 240 all attributes with perfect legacy versions. 232 with perfect non-legacy. Not that much, when compared to two rare amulets.
Atziri's Foible? Nice mana and mana regen, which can be found on rares. Nothing else important.
Carnage Heart? 50% reduced life/ES is too much, and not worth it for up to 20% physical attack leech.
Voll's Devotion? You can only have so many charges and getting twice as many isn't going to be worth it.
So not only would this suggested unique not be broken, I don't see the purpose in having it. No build would benefit from two Warped Timepieces, two Ungil's, or any two unique amulets. Builds would stack rare amulets before unique ones, and that's why I'm against this.

Well a 0.1 cast time is still basically instant. And getting it to that time is quite hard. 100% cast speed brings it to 0.5, so you'd need an impossibly large amount of cast speed to get it anywhere near 0.1 cast time.

Reduced Duration =/= cast time. And with 100% reduced duration it still won't be instant since there is still the cast time. And when values become 0.3 or less, they are so fast it doesn't really matter.

900% increased cast speed = 0.1 cast time on a spell with a base cast time of 1.0.
Because 100% increased is effectively 2x.
Twice the cast speed = half the cast time.
900% increased is effectively 10x.
Ten times the cast speed = a tenth of the cast time.
@Lightning Warp Duration vs Cast Time
I believe the base duration always equals the time it would take for you to move to the destination by running in a straight line at your current movement speed.
Reducing the duration reduces the travel time, effectively making the spell faster.
While Reduced Duration affects your ability to cast it again, I am not sure it interacts multiplicatively with cast speed because I believe the spell has two phases: the Cast phase and the movement phase. The first interacts with cast speed and the second interacts with movement speed & skill duration.
