Raise Spectre + Minion Speed + Quality

The Raise Spectre skill has "Minion Movement Speed is capped". Does this mean the support gem Minion Speed would have no effect?

Per 1% quality on the gem increases 1.5% minion movement speed. Does anybody actually notice them moving any faster? Why don't they have a better quality bonus similar to Raise Zombie? What's the use of more movement speed?

I am putting the support gems Enhance + Minion Speed on and off, and honestly, I'm not seeing much of a difference...

Depends on which minion are you using it on. If, for example, base walking speed of an undying archivist is 100 and global minion move speed cap is 150, it would hit the cap without quality or minion speed gem. However, if you raise a rock elemental which has base speed of 50, it would have 78 when raised, so quality and minion speed can still help it.

I see. Now I get it...Yeah, I was using Undying Evangelists, and they seem to cap w/o quality nor minion speed gem.

my summoner has ~75% of the time Flesh offering up, i feel no need for speed.
