Then Doryani's \ Maligaros \ Lightning Coil. It also comes with 7 jewel sockets which ideally give allot of life \ crit multi \ cast speed.

With pledge you'd have an 8 link arc (pcoc \ echo lvl30) though I like dual wield for the option to use whirlind + fort.

Maybe you can use Alpha's \ Skyforth and get this without mana reservation nodes. Together with pledge you should have a nice mana pool as well to fully use the boots. Though I am not sure if the mana reserved on skyforth is global, the PCOC feature of the boots is.

Ps. I think either empower or added lightning dmg should give you higher DPS then fast cast. The first one would also get your Arc (lvl21) to Level 24 for the 8th chain.

Skyforth, Lightning Coil with 4 blue sockets, 6L pledge, lv4 empower...
they are all nice... and expensive xD.

(pictures of arc's dps are actually 2.0 content, I'll try craft a +3 lightning staff... if I can get it with a nice price.)
