That must happen when damage numbers are the same on both weapons. My physical damage numbers are different while my elemental damage numbers are the same.

Yes, it only shows the numbers as separate in the skillbar tooltip if they are different for each hand.
I think the tooltip for dualwield Cleave and Dual Strike was bugged a while ago but that was long fixed if i remember correctly.
The slightly different number you get might be due to rounding in the attack time since it could be anywhere from 0.095 to 0.104 to display as 0.10 if it is rounded to two decimals. What does the tooltip in your character sheet display as attack speed? Maybe it is slightly under 10.0/sec; like for example 9.8/sec or something?

Yep, looks like the tooltip was fixed back in patch 1.0.2b, so the wiki is out of date and the tooltip now displays properly. Question answered!

I believe it says .1 on the character sheet as well, but you're probably right about a rounding difference.
