Yeah, it's kinda lame. There should be 3 counters.

1. Random - everyone.
2. Forum users - selecting from the people that have logged in and written a post within the last 24 hours (but not in offtopic).
3. Veteran - for those who joined before beta start and have >50 posts.

It'd fair at least.
