Bazaar map and strongboxes!

Anyone else getting a lot of empty boxes(no monster spawn) when playing bazaar maps? Sure some maps and boxes are random, but this map seems to really have a problem. In most cases it doesnt spawn any monsters when i open. If the box has exile mod, it usually only spawn the exile and nothing else. (A bit weird that it has NO problem spawning monsters with the stream mod after being opened though)

This is really annoying when you get 3 champ packs or rares where you normally could hope for some loot or a +1/+2 map, or even just the little amount of extra exp.
