I've tried to enter the CoS level 2 several times, I go down the stairs and can go no further

I have tried several times to enter COS and it ends of with a "Not Responding" message and hangs up. I have tried uninstalling and reinstalling with the same results. This has happened with 2 different characters.

CoS level 1 no problem, but CoS level 2 is error everytime.
