That's possibly true, but that doesn't mean it's possible to get just those bits. They may well be in the same data files as other bits.
And we don't KNOW which bits are final mostly. You're right that it probably won't all change, but pretty much any part of it could change depending on where we find bugs, or what systems we get good/bad feedback on from the alpha testers.
