Witch, Lvl 75, Standard League. All acts and difficulties have their quests completed, but achievement = 29/30. Double- and triple-check all the quests, and\or post 9 screenshots with finished quests in every act. I (for example) got this achievement without any issues. Remember, suffering is convenient. Unfortunately, any character who has completed a sidequest before the achievement was created will not currently be able to complete this achievement. This may be possible to fix (e.g. create a command to recheck the quests) but we are so busy atm with 1.3.0 that it would probably be quicker for you to just do this with a different character... sorry. You can now use the /recheck_achievements command to get this achievement, if you somehow didn't get receive it normally.
