This is something we've discussed in the past, but I see three potential issues with this:
1) Which path does it take? There's always lots of ways to get to a certain passive. There's no easy way to work out which one a character would want, which means they'd have to pick out the whole route themselves anyway, just all at once rather than one each level. And if you do that you're getting less advantage out of it because it's really just a way of letting you make a choice in advance.

2) If it does choose some particular path, that means more people take the same path to get to that part of the tree - this is bad. We want people to play different builds, and take different routes through the tree even when aiming towards some of the same goals.

3) It encourages people to think of the tree as a straight line, when it's often better to branch off from earlier points than continue from the most recently allocated passive.
