Flammability is much stronger against enemies that have high fire res and since these are the enemies you care most about you should favor it. (the enemies without fire res die quick anyway)
But a quality elemental weakness is better then both these curses. The reason is that quality on elemental weakness reduces resists even further, (unlike on the single element curses where it has other effects) this means elemental weakness is the best elemental curse for any elemental damage unless you want specific quality effects of the other curses.
