People saying it's useless is like saying getting Critical Chance on a weapon for a Critical Strike build, or for Casters to get Spell damage is bad.

It exists for the people that can make it more effective than other things.

Well, pre-buff, it was just absolute garbage, but now it is actually a nice Flask.
