Is Herald of Ice any good?

Herald of Ice is amazing on builds that either do a lot of damage fast (Incinerate, Flame totem etc) or any crit caster build, or any tempest shield build.

I'm currently running herald of ice on my crit ball lightning, with max spellblock and high block along with a tempest shield.

My BL consistently shatters targets despite only having a small portion of its damage be cold damage.

My Tempest Shieldd also consistently shatters targets (Hello 70% crit chance) as well.

It's pretty obscene in Tempest Shield really, with TS having a 100% damage effectiveness

HoI is also nice for Ancestral Bond builds, because it at least adds some more damage to (spell) totems, unlike auras that don't affect them.

My groundslam does a lot of damage fast too, but I'm not sure if I'm seeing explosions.
