Rumi's Concoction Question

I'm a little confused with Rumi's Concoction.

It grants a specific chance to block and chance to block spells during flask effect. Since it does not say "additional chance to block", does this mean that no matter what your block percentage is, the stats on Rumi's Flask will become your block stats when used?

No, it's added to any other block and spell block you might have.

It's worded the same on for example Rearguard or Bringer of Rain.

The reason the stat doesn't use "additional" is probably that it could then be misunderstood to only have an effect if you already have some block to add it onto, which isn't the case.

No, it adds to whatever block chance you're having and if you have none it uses that percentage. 'Additional block chance' means you need to already be able to block to benefit from them.
