who the hell can modify belts?

I made this thing expecting elreon to be able to add a bench mod to my belt (belt being considered jewelry in general). I've had friends tell me haku can't modify belts either, and Tora and Catarina aren't high level enough for me to have their bench. Can anyone let me know who can modify belts?



If i can get a good bench mod on it it'll be the #1 belt for any ES character.

Maybe Catarina? If Elreon can't, I can't imagine who could.

Yeah i hope she can, ill try to find her and level her, can anyone else who has her bench give any info?

the whole point of this was to drop armor, there is already another 6t1 belt out there. I actually hit t1 armor on the eternal / regal phase and skipped it, i want a bench mod. I dont want a t1 stat on it, ill take anything other than armor really lol.

edit: seems like its tora, and her mods are trash. I might end up rolling after all. Lets hope the list on the wiki isnt complete.

I thought belts were lumped in the category of jewelry.
