Explosive arrow + Reflect vs Evasion

Will the reflect from explosive arrows explosion be dodged by ondars guile/evasion in general?

I know the arrow that delivers explosive arrow is a attack and normally if you evade or dodge it, the arrow (And hence explosion) will just fly right through you. But how does this interact with reflect? Is the explosion itself still considered a full attack despite previously not even being a projectile (Before that was changed) and not being considered weapon damage (Quill rain interaction).
