if u want to congratulate someone in hope to get a friend invite just do it by pm, no need for spams.

As opposed to what? This entire section is dedicated to discussing Beta Invites. Congratulating the new beta testers, and possibly even drawing their attention or one of their friends' attention to their invite doesn't strike me as being disruptive to the community.
