RF build for a new player?

Doesn't require any exalts. Just plain old self-found gear.

You really need to go to special lengths to do RF without Rise of the Phoenix. It can be done but it's simply just easier to buy the shield. For new players I would say the shield is mandatory even if it truly isn't. You don't need anything else on top of that except levels so there's that at least.
You could get the shield as low as 1 to 1.5 exalt at the end of Ambush and looking at poe.xyz.is you could get one right now for 2 exalts in standard. Watch the Ziggyd videos that ddvl linked, I did and made the 2 exalt. Esp watch the trading and using the chaos recipe videos. It is a grind but it is possible, you just have to do it, just dont waste currency. I blew a lot of my fusings I picked up on low end gear that could have been saved up to help towards exalts. And forget the more you play the more likely rng might drop good stuff, rng just gave me an exalt drop at lvl 50 on another toon so who knows what luck you might get.
