Been gone awhile looking for your ideas in my build!

I want to do a slight variation on standard CoC builds. It doesn't have to be better than ST. I just need it to be viable.

The main chain I'm looking for is:
Ice Spear+CoC+Fireball+EK+FastProj+GMP

Ice Spear being the main skill cast.
I'd like to know if EE would work well with it.
Defense Strategy (Should I go ES? or something else like evasion)
Suggestions for passive builds? Looking for something decently tanky. Not looking for some glass cannon.

I'd also potentially like to try out my damage with dual wands vs dual dags using spell power+proj damage+cast speed. And projectile speed in the passive tree is pretty important.

Edit2:I've decided I'll wield void battery and a standard rare ES Shield. The reason is because building power charges via equipment just skyrockets the damage.

Ice Spear wont proc CoC. It needs to be an attack from a weapon.
