Low FPS

I have a new computer and I am not sure whether my computer is not good enough or something is wrong.
I have 16 Gigabyte of RAM and use a GeForce GT 630 as a graphics card.
Should my system be able to run PoE with these settings(uploaded to imgur.com) smoothly in a group of six people with lots of aoe going on?
If nothing is happening I have 20-30 fps, in a full group I usually have about 6 fps. It only becomes a bit better if I lower the settings, but only a bit.

(I'm beginning to think something is broken but I want some approval of that theory)
