Perandus Blazon Bug

The 20% "increased flask effected duration" mod on Perandus Blazon isn't kicking in for me. My Quicksilver flask has a 5 second duration as a base, so with this belt equipped, it should last 6 seconds, but it still only lasts 5 seconds.
