Shadow of the vaal problem

OK, so the issue is that no matter what i do i cant complete this quest. I have tried starting a new instance, joining a group, and doing it solo. Everytime it appears as though some other group of people just came and cleared the boss before me. can somebody help me with this. It is becoming very annoying to go through that whole dungeon only to find that it wont let me complete the quest.
