Running in slowmotion after patch!

i have seen that this happened earlier 2013 as well, i just got it on my account, and i'm wondering what will fix it, im running and attacking in slowmotion, its like this in the city aswell, and outher players move slow aswell, i have tryed reinstalling the game that did not work

this happened after i updated the patch
