Passive Skill Points

I jsut want to ask about how many passive skill points should be on 16 lvl? Or how many passive skill points youc an earn from quests? As I know now it's 3 in act 1. 1 is possible in act 2.

" If what you are describing is accurate, at lvl 16 you should have 18 skill points: 15 from leveling and 3 from skill points. Merveil is lvl 15 content so by the time you hit lvl 16, you should have just finished Act 1. |

Okey so 3 extra skill points in act 1. So if I end act 1 on lvl 16 so I should have 18 passive skill points?
