Noob Question: Does Attribute Amount Add to Damage?

By that, I mean...

If I have an active skill is a strength skill, does that mean the more strength I have, the more damage that skill does, regardless of gem level and such?

It makes sense it would be this way, but I just want to confirm this is true before I spend a few skill points grabbing some dex nodes I might not need.

For every ten points in Strength, I believe you gain 1% physical damage.

I am assuming you are using a melee build and depending on which one, Marauder (pure strength, though use the +30 nodes to Intel and Dex), The Duelist (Strength and Dex, but again, don't ignore the Intel too much) and the Shadow (Dex and Intel, but still need strength just not as much.)

Most important! Health. Seriously, hit every Health node you can.
every five str you have equals 1 percent melee physical damage increase regardless of skills..

The damage increase from strength to physical damage can apply to ranged attacks too with iron grip, and to spells too with iron will.
Every 10 intelligence grants +5 mana and +2% energy shield
Every 10 dexterity grants +20 accuracy and +2% evasion
Every 10 strength grants +5 life and +2% melee physical damage
Everyone has missed the point of my question :/ Maybe I worded it wrongly.

Here's another example:

I have a level one Flicker Strike gem, which is under Dexterity. I understand that "Every 10 dexterity grants +20 accuracy and +2% evasion", but since Flicker Strike is a Dexterity skill, does the skill do more damage the more dexterity I have?


Example#2:

Flicker Strike, level 1 // 100 Dexterity = 100 dps

Flicker Strike, level 1 // 500 Dexterity = ????

Does the Flicker Strike with a character that has 500 dexterity do more than the one with only 100, assuming all other skills, attributes, and gear are the same?
