Wand Question, interaction with "Attacks" and "Spells"

Hi, someone has told me that Power Siphon and "Attack" skills takes the damage of almost everything besides +spell damage as in +fire damage modifier on weapons, +elemental damage +weapon elemental damage etc, because it takes into account the physical damage of weapons. Is this true?

So when Physical Damage on a wand, and Elemental Damage on a wand is high then it's good right?

Furthermore, how does Physical Damage and Elemental Damage on a wand effect "spells" like Ice Nova? My guess is only the Elemental portion increases the damage.
Attacks use your weapon to damage the enemy. The damage you deal is based on your weapon damage along with any added elemental damage.

Spells do not use your weapon at all. The damage they deal is based entirely on the damage listed on the skill gem.

unless you have +%to spell damage on your weapon of course
+x-Y elemental damage affects weapon attacks only.
+X% elemental damage affects spells and weapon attacks.

Hold on, so if a skill is an Attack skill, like Power Siphon, it works as if it's a Melee attack in terms of damage calculations?

No, it works like a projectile attack. But it is completly different from spells, if that is what you wanted to know.
