If i will use steam wallet to purchase pets and weapon effects, would be able to upgrade to survivor pack later on?

You should be able to, yes. You can upgrade points packs yourself from your account page. If you want to be safe with your money you might want to email support first.

As of right now Steam purchases do not link to your PoE website account.
I've emailed support about this but they have an email back log, i'm sure they will resolve it, but you need to email them in regards to steam purchases and linking to the website.
