In-Game Flickering & Fragmenting (Screenshot Inside)

So I am trying to play PoE on my laptop and I can turn the game on, log in and get to the character screen. But as soon as the game loads. Everything starts to fragment, flicker and nothing will load. All I see is the loading screen splash flickering, rain and the exclamation point over the first quest-giver's head. I have tried using the fix I found about black screen in game where you use a program to emulate a graphics card and that also doesn't do anything. I tried making all of the textures smaller through that same program, down to 32x32 and everything becomes blue and black like it is the skeleton of the game.
