Downloader wont download the entire game

Hey, I've tried to install PoE a couple of times now. Every time I launch the game, as soon as the game window pops up I get an error saying error cannot open file (and there have been numerous files). I have tried to relaunch it countless times, have tried deleting the content file and relaunching, but it just keeps crashing.

Every time I do delete it however, the launcher downloads something. However this is never the 4gb that the game is supposedly supposed to take up. It instead is something like 300 mb, 200 mb, etc etc. Sometimes when I relaunch it will download a bit more, but it is still very shy of the 4gb mark, and it appears to stop downloading at a certain point.

Anything I can do to make it download the whole game?

Also, I have about 500gb of free space on my hard drive.
