Viper Strike overriding block chance/dodge/evasion

Did a series of experiments with a level 28 acrobatics/evasion/high block ranger.

Didn't really run any statistical test so can't say with a 95% CI if it's true, but it seems that Viper Strike hits far more than any other skill or the default attack. In addition, the more Viper charges on the player, the more likely it seems for Viper Strike attack to hit the player.

Was just wondering if its plain old RnG, or if the Viper Charges do something to the opponent's defence to decrease their chances of evading/dodging/blocking.

Viper strike has no more chance to hit the enemy than the default attack - they're literally using the same code for that.
Note that blocking has nothing to do with an attack hitting. If you block viper strike you won't take damage, but were still hit and will still gain a charge.

Looks like Viper Strike is the way to deal with acro/evasion/high block players.

Evasion still helps against viper strike, so does dodge afaik, it's just that block only prevents on-hit damage, right?. And I think it should cause no (graphical) effect if you block puncture. You shouldn't actually bleed when you take no dmg imo.

The Bleed strength is based on damage dealt, and a Block prevents all damage :) Should stop the bleeding.
