Chain Links to Freezing Pulse

Freezing Pulse can be attached to the Chain support gem even though without any method to remove piercing, Freezing Pulse can never benefit from Chaining.

You can also link Increased Fire Damage (which adds Fire damage based on existing Physical damage), even though it won't do anything :)

At the moment, it does this because the Chain can be linked to any Projectile skill. We'll probably fine-tune this later, but for now we don't have a more robust check. It is entirely possible we'll have a skill or item in future that says "You can't pierce", in which case Freezing Pulse will want to work with Arc!
