Passive skill tree scroll down doesn't work and Point Blank node

When I try to move the skill tree down with my mouse it doesn't move. It moves up, sides, corners, but not down.
Maybe I'm wrong, but it seems Point Blank don't work for Ethereal Knives. This node sayes: "Projectile attacks deal up to 50% more damage to very close targets, but deal less damage to further away targets". Ethereal Knives counts like Projectile attack. I didn't saw a big change when I taked this node, I thought I deal the same damage taht I deal without Point Blank to both further and closer targets. Ethereal Knives counts as a spell, rather than an attack, so Point Blank won't be affecting it.

Thanks for the answer, I thought that it works for all projectiles. Will try to learn english more well.
About the scroll issue, I can't scroll down only in that place where the experience bar located. Sorry for my English, it's not my native language.
