Is the passive skill tree sticking at 98% loading for other people too?

I'm actually getting the same problem on Chrom (my preferred browser) but not not on Firefox. I've tried playing around with the settings, checking Java, looked around on google, restarted my computer, but couldn't find anything to fix it. Any ideas on how to fix this?
