There is a Malus for chars which are 4+ level above the zonelevel. But there is NO Bonus for underleveld Chars. If you think so its just RNG and selective Perception. Chris made that clear in the cloesed Beta, cant find that post anymore but it was about the quantity Malus in non lvl56 Map areas, which were the highest non map areas a long time in the closed beta.

Not sure if its still the same, but this was only for non map areas, back then there was no quantity Malus on Map Areas.
